Importable parks from csv

I fully understand the reasoning behind having an off-line park numbering system, because we might not have internet at the time of logging.

So for the feature request:

I am wondering, if there might be a way to include a import parks from CSV (using, of course, the csv files you can download from the POTA website). There are NEW Parks being added daily.

Updating from CSV would keep the offline db from being stale. And mitigate any hollering about “My park ain’t on there!!!, what gives?” statements.

I’ve got this solved in the rewrite. Both a live lookup and an offline fallback and that can be updated in the background.
